Tourism development in Jaffa
A Master Plan for the development of the tourism in Jaffa was prepared in 1997 by the Ministry of Tourism and the Municipality of Tel Aviv-Yafo. Jaffa was identified as the likely focal point of tourist development at a national level.

In 1999, based on this program, an operational, working program was prepared for the advancement of Jaffa as a tourist center, which included the determination of priories, budgets and feasibility of the projects. The program was prepared jointly the Ministry of Tourism/the Israel Government Tourist Corporation and the Municipality of Tel Aviv-Yafo/the Governance of Jaffa.

In 2000 the operational stage of the project began, including, until then, renovation and restoration of the clock tower, the Western facade, development of the flea market as the heart of tourist area of Jaffa and the restoration of the Saraya Building in the Clock Square.


The concept of tourist development in Jaffa
Development of the tourist area, while stressing three characteristics of the tourist product of Jaffa, which turns to various target communities:
. Jaffa as a Mediterranean port city.
. Threshold of the Holy Land.
. Center for fringe culture and art.

Jaffa is a complementary tourist product to Tel Aviv. Business tourists will spend their time and will lodge in Tel Aviv, but will find interest in the history, architecture and the unique characteristics of Jaffa. In Jaffa, also, pilgrims, backpackers and local tourists will be able to find hotels, at reasonable rates, together with tourist attractions, such as Jaffa Port, the Flea Market and Old Jaffa.

Transformation of the area between Jerusalem Boulevard, the Flea Market, the Clock Square, the old city and the port to a pedestrian area, which is sympathetic and secure to strollers.

Development of focal points of tourism (monuments) in the pedestrian area, including: facades, the Saraya building, the clock tower, Old Jaffa and the Jaffa Port.
